As the University's Chief Information Officer, Dr. Owen is the principal member of the University's executive team responsible for strategizing and implementing innovative uses of technology to strengthen the University's position as a leading institution of higher education.

Dr. Owen previously served as the Vice President for Information Technology at Western Kentucky University. Prior to that, he served as the Associate Vice President for Information Technology at Cabrillo College in Aptos, California, and as the Dean of Information Technology at Glendale College in Glendale, CA. Dr. Owen also has extensive K-12 education experience.
Dr. Owen received a Doctorate in Public Administration from the University of La Verne; his dissertation New Sciences-Based Leadership and Student Success in California's Community Colleges is the only dissertation in the history of the program to be accepted without edits. He holds a Master of Science in Education from the University of Wisconsin -- Whitewater, and a Bachelor of Business Administration from the University of Wisconsin -- Milwaukee. He is a former debate coach, and served as adjunct faculty in the Political Science Department at Western Kentucky University (WKU), where he also served on dissertation committees. Under Dr. Owen's leadership, WKU was selected as a Computerworld Honors Laureate in 2012.
A 2008 Datatel SHINE Award winner, Dr. Owen's professional activities include service on industry advisory boards for Cisco, Dell, Ellucian, and Workday; service on institutional advisory boards for WKU's Research Foundation and Child Care Center; and serving as President of the California Community College's Chief Information Systems Officers Association (CISOA) in 2009. He also holds a Certified Business Official designation from the California Association of School Business Officials (CASBO), and was a Licensed School Business Manager in the State of Wisconsin.
